Dragons in the Rookery Isles

Dragons are very uncommon. The ancient wyrms are no longer living, and the great old dragons exist only in memory and legend. What remains are younger beasts, bonded to riders through House Mudae's Valyrian bloodline traditions. A Dragonrider earns their bond through years of training and trust, not through taming or force.

Only Valyrian High Elves of House Mudae may bond with dragons. This is a bloodline ability, not a skill anyone can learn. If you are not House Mudae, you do not get a dragon. Period.

Dragon Growth Progression

Dragons grow with their rider. As a Dragonrider gains experience and levels, their bonded dragon matures. There are no shortcuts. You do not start with a ridable dragon.

Stage Rider Level Size Details
Hatchling Level 3 Medium dog (Husky/Retriever) A whelpling. It follows you, it bites things it should not bite, and it sets small fires when it sneezes. You are responsible for it.
Juvenile Level 5 Horse A young dragon with real power developing. It can carry gear but not a rider. It is fast, dangerous, and still growing into its temperament.
Mature Level 7 Small house Ridable. This is as large as dragons get in the current age. A mature dragon is a weapon of war, a symbol of House Mudae's legacy, and a bond that lasts a lifetime.

There are no large dragons. There are no ancient wyrms. Those days are gone. Level 7 Mature is the maximum. Do not ask for bigger.

SUNCOAST RESTRICTION

Dragons are not permitted in or over Suncoast without explicit permission. Your dragon stays on the outskirts. If you fly your dragon into the capital or over it without authorization, the Arch Angel or one of the Celestials will smite it out of existence. No warning. No second chance. The capital is protected airspace. Bring your dragon at your own risk.

The Royal Aerial Conduct Compact (RACC)

All aerial mounts, including dragons, are subject to the Royal Aerial Conduct Compact. This is the law that governs flight declarations, sovereign airspace, the Capital Intimidation Clause, and what happens when you violate restricted airspace.

The RACC applies to every wing in the sky. Read it. Know it. Ignorance is not a defense.

Summary

You do not start with a ridable dragon. Only House Mudae Valyrian High Elves may bond with dragons. Your dragon grows with you through the levels. Keep your dragon out of Suncoast without permission. Follow the RACC. If your dragon gets smited, that is on you.
